HUD RELEASES GROUNDBREAKING STUDY ON COSTS OF FIRST-TIME HOMELESSNESS FOR INDIVIDUALS AND FAMILIES
Two additional studies look at life after transitional housing and access to mainstream benefits

WASHINGTON - When an individual or a family becomes homeless for the first time, the cost of providing them housing and services can vary widely, from $581 a month for an individual's stay in an emergency shelter in Des Moines, Iowa to as much as $3,530 for a family's monthly stay in emergency shelter in Washington, D.C. The U.S. Department of Housing and Urban Development today released three studies on the cost of ‘first-time' homelessness; life after transitional housing for homeless families; and strategies for improving access to mainstream benefits programs.
HUD's cost study is the most comprehensive research on the price tag associated with first-time homelessness and creates a foundation to compare the costs of various homeless interventions. Taken together, HUD's three studies released today will inform policy discussions on what are the most effective strategies for assisting homeless persons and families in the future.
"These studies expand our knowledge of the true costs of homelessness and raises other questions that go far beyond dollars and cents," said HUD Secretary Shaun Donovan. "Now we need to have a serious discussion over what strategies are not only most cost effective, but how we can help individuals and families from falling into homelessness in the first place."
HUD's study, Costs Associated with First-Time Homelessness for Families and Individuals, examines how much it costs to house and serve nearly 9,000 individuals and families in six areas of the country. The report studies the cost of first-time homelessness among individuals in Des Moines, Iowa; Houston, Texas; and Jacksonville, Florida. In addition, the Department looked at the cost of first-time family homelessness in Washington, DC; Houston, Texas; Kalamazoo, Michigan; and a large area of upstate South Carolina.
HUD is currently investing $1.5 billion in funding through the Recovery Act's Homeless Prevention and Rapid Re-Housing Program (HPRP), to prevent individuals and families from becoming homeless and help those who are experiencing homelessness to be quickly re-housed and stabilized.
This report reveals that most of those individuals and families studied experience homelessness only once or twice and use emergency shelter for a limited period of time at fairly low cost. However, HUD also found that some of these households experience longer periods of homelessness and use more expensive programs. While overnight emergency shelter for individuals have the lowest costs, these shelters offer the fewest services in the least private settings and are often open only during evening hours. By contrast, transitional housing is the most expensive model for individuals, frequently offering more privacy and a comprehensive range of on-site services.
HUD's cost study found:
  • Average costs for individuals are much lower than for families, with overnight stays at an emergency shelter for individuals having the lowest daily costs;
  • For individuals, transitional housing proves more expensive than permanent supportive housing largely because services for transitional housing were usually offered directly by on-site staff than by mainstream service providers;
  • For families, emergency shelters are usually equally or more expensive than transitional and permanent supportive housing because family shelters often offer 24-hour access and private units;
  • In the three sample areas studied, first-time homeless individuals were predominantly male averaging between 39-41 years old; and
  • Female individuals had fewer stays, but used homeless programs 74 percent longer than their male counterparts.

HUD also released two additional homeless studies today:
This study follows 195 families in 36 transitional housing programs in five communities for three, six and 12 months after leaving the program. Given the significant investment HUD makes in transitional housing programs, and in light of the program's costs mentioned above, it is important to understand the effectiveness of these programs. The five study communities were Cleveland/Cuyahoga County, Ohio; Detroit, Michigan; Houston and Harris and Benton Counties, Texas; San Diego City and County, California; and Seattle/King County, Washington. Among the study's findings:
  • Participants in smaller transitional housing programs were more likely to have their own place to live after moveout and more likely to live with the same household members at the beginning and end of the follow-up year. Participants in larger programs experience higher levels of educational attainment at moveout.
  • In some respects, longer stays in transitional housing produced important benefits including higher levels of educational attainment and employment and a greater likelihood of continued employment during the follow-up year. Families spending more months in transitional housing were significantly more likely to have a place of their own for an entire year after leaving the program.
  • While transitional housing programs produced increasingly positive outcomes for families with longer stays, HUD found the number of barriers facing families did not impact outcomes. Given the significant costs associated with service-intensive transitional housing programs, HUD's report brings into question whether this housing model is the most appropriate intervention for those families who do not have significant barriers to housing.
HUD studied seven communities (Albany/Albany Co., NY; Albuquerque, NM; Metropolitan Denver; Miami-Dade Co., FL; Norfolk, VA; Portland, ME; and Pittsburgh/Allegheny Co., PA) to document how communities mobilized to improve homeless people's access to mainstream benefits and services in light of HUD's goal of dedicating a larger portion of HUD homeless assistance funding to housing.

Communities that experienced the greatest success had a strong central organization intent upon improving access of homeless individuals and families to mainstream service. Typically, communities were successful at reducing structural barriers to benefits, such as physical access, complexity and length of application processes, and rules for documenting eligibility. In addition, the study finds evidence that people exiting HUD-funded programs were likely to be connected to mainstream benefits at rates that exceeded national rates for 2007. These communities had the most success enrolling persons and families for food stamps and General Assistance. However, communities struggled with overcoming barriers that were beyond their control, such as eligibility requirements of programs, such as TANF and Medicaid, and capacity barriers, such as an insufficient number of slots available in mainstream treatment programs for substance abuse or mental health services.

Dallas sanitation workers still cleaning up after record February snowstorm

It's almost April and the city of Dallas is still having problem's picking up all the limbs from the Feb record breaking snow storm.If they would just go to Pacesetter Staffing and hire more homeless people,it would help our local economy.

DART financial future in hot water?

Thanks to the taxpayer,Dallas has an excellent regional transportation system.One problem, DART charges $4 for a day pass,which I deem an insult to the people who funded all the projects.Accountability and transparency maybe?

On April 2, 2010 ,Allen McGill was sentenced to 2 year's in a federal penitentiary for his role in a shakedown scheme of real estate developer's orchestrated by himself,Don Hill,DeAngelo Lee,Darren Reagan,unindicted co-conspirator Gail Terrell,and many others.This investigation was billed as the largest PUBLIC CORRUPTION case ever in City Of Dallas history.

MORE DEFENDANTS SENTENCED IN DALLAS CITY HALL CORRUPTION CASE

DALLAS - Today, U.S. District Judge Barbara M.G. Lynn sentenced two more of the 13 defendants who were convicted in what has become known as the "Dallas City Hall Corruption Case," announced U.S. Attorney James T. Jacks of the Northern District of Texas.

Judge Lynn sentenced Darren L. Reagan, 50, of DeSoto, Texas, to 14 years in federal prison. Reagan, a community activist and the chairman and CEO of the Black State Employees Association of Texas (BSEAT), was convicted at trial in October 2009 on two of four counts charged, including one count of conspiracy to commit extortion and one count of aiding and abetting in extortion of public officials. He was ordered to surrender to the Bureau of Prisons on April 27, 2010.

Judge Lynn sentenced Rickey Robertson, 43, of Cedar Hill, Texas, to three years in federal prison. Robertson, a local businessman/car dealer, was convicted at trial on two of three counts charged, including conspiracy to commit extortion and conspiracy to commit money laundering. This morning, Judge Lynn ruled that there was insufficient evidence to show that Robertson knew the funds he received as a part of the scheme were from an illegal source. Robertson was also a principal of RA-MILL, a sham construction firm for which defendant D'Angelo Lee served as a secret partner. Lee was then Mayor Pro Tem Don Hill's Plan Commissioner. Robertson was also ordered to surrender to the Bureau of Prisons on April 27, 2010.

Reagan's association, BSEAT served as a front for his shakedown schemes. On wiretapped conversations played during trial, Reagan told then Mayor Pro Tem Hill to pull developer Bill Fisher's contracts off the city council agenda while he made more extortionate demands for money from Fisher. Fisher was working as an FBI informant.

The money laundering conspiracy conviction against Robertson that Judge Lynn overturned, revolved around his acceptance of money related to the purchase of four automobiles, coupled with his willingness to place the title to one of Hill's BMWs in a name other than Don Hill. Robertson was convicted at trial along with Hill; Hill's wife, Sheila Farrington; Lee and Reagan of pressuring Fisher for hundreds of thousands of dollars in extortion money.

On Friday, February 26, 2009, Judge Lynn sentenced Hill to 18 years in prison; his wife, Sheila Farrington, to nine years in prison; and D'Angelo Lee to 14 years in prison. Hill was also ordered to pay $112,500 in restitution; Lee was ordered to pay $112,800 in restitution. Hill and Farrington were ordered to surrender to the Bureau of Prisons on April 27, 2010. Lee is presently in federal custody.

At that trial, which resulted in 23 guilty verdicts, in October 2009, the government presented evidence that beginning in 2004, Hill and his co-defendants entered into an association in which thousands of dollars in bribes were paid by co-defendants Brian L. Potashnik and his wife, Cheryl L. Potashnik, owners of Southwest Housing Development Company, Inc., through sham business contracts to the defendants. The government also presented evidence that Hill and Lee were involved in corrupt solicitation from developers in an effort to gain financial benefit. Brian and Cheryl Potashnik pleaded guilty prior to trial; Brian Potashnik pleaded guilty to one count of conspiracy to commit bribery concerning a local government receiving federal benefits and Cheryl Potashnik pleaded guilty to one count of bribery concerning a state government receiving federal benefits. Both are scheduled to be sentenced by Judge Lynn on May 7, 2010.

The next sentencings in the case are set for Friday, March 19, 2010. That day, Judge Lynn will sentence Allen McGill, Andrea Spencer, Kevin J. Dean and John J. Lewis, who all pleaded guilty to one count of conspiracy to commit extortion.

On April 2, 2010, Terri Hodge, who pleaded guilty on February 3, 2010, to fraud and false statements on an income tax return, is scheduled to be sentenced.

On May 7, 2010, Jibreel A. Rashad, a.k.a. Vernon Cooks, Jr., who was convicted on February 10, 2010, following a one-week trial, of conspiracy to commit extortion, is scheduled to be sentenced.

A trial date has not been set for the charges pending against defendant Ronald W. Slovacek. Last month the government filed a motion requesting that some of the counts be dismissed and indicating its intention to proceed to trial on only three counts: one count of conspiracy to commit bribery concerning a local government receiving federal benefits; one count of bribery concerning a local government receiving federal benefits; and one count of conspiracy to commit money laundering.

The case is being prosecuted by Criminal Chief Assistant U.S. Attorney Chad Meacham, Deputy Criminal Chief Assistant U.S. Attorney Sarah SaldaƱa, and Assistant U.S. Attorneys Chris Stokes, Stephen Fahey and Leigha Simonton.

Studying the American political process is a lifelong pursuit of even the most respected political scholars. The subject matter is too overwhelming to completely master. However, anyone with free time, desire and some dedication can begin to learn what makes the American democracy work. Read on to learn more.



Steps for studying  the American political process

1. Start with the basics of the American political process by reading Encyclopedia Britannica’s overview article. From Encyclopedia Britannica’s website, search for “United States Political Process.” Alternatively, visit your local library for the print version of Encyclopedia Britannica and ask the librarian for additional literature on the basics of the American political process.

2. Read the United States Constitution once you know a few of the basics. The constitution outlines the political process followed in America today. The language can be challenging because of the time period the document was written in, but you might be surprised how concise the document is. It can be read in about 30 minutes. To read the document, go to the National Archives website, click on “Charters of Freedom” and then “The Constitution.”

3. Get to know the major political parties and what they advocate. You can do this by reading the platforms of the parties. For the Democratic Party platform, go to the official website of the Democratic Party, click on “Our Party,” then “What We Stand For” and then “Party Platform. To read the Republican Party platform, go to the official website of the Republican Party, click on “About the GOP” and then “Party Platform.”

4. Enroll in a course at your local community college covering the American political process. Most community colleges allow people to enroll in only one course. Find other people who are interested in the political process and take the course as a group.

5. Follow current events in American politics with C-Span. C-Span is a series of cable channels covering American politics. Visit the C-Span website for details on programming and other coverage of the American political process.
